A traditional 40 or 50-gallon tank hot water heater in a finished basement is an accident waiting to happen. If the basement floods, it will destroy the carpet, hardwoods, baseboard, and drywall. Often, insurance companies cite "failure to maintain appliance" as the reason for denying the claim. This is solved with the inclusion of a tankless water heater, which doesn't store hot water and provides endless hot water on demand.

You have your basic construction, which is your HVAC unit, plumbing, framing, electrical, drywall, trim, insulation and doors. The basic construction of most basements can be done between $45,000 and $80,000.
